TiEmu packages have been submitted for inclusion into Fink. You can follow their status in Fink's package submission tracker.

In the meantime, you can download the package descriptions here and install them through Fink: tiemu-2.00-fink.tar.gz. Instructions are included.

Binary packages are not provided at the moment because some dependencies (libglade) are only available in Fink unstable, where you have to compile everything yourself anyway.

If you want to stay on the bleeding edge, use the Subversion repository.
